On January 30, 2014, City of Richmond workers, community organizations and advocates against workplace bullying spoke in front of the City of Richmond Personnel  Board supporting the adoption of an anti-bullying regulation.

Speakers discussed the rampant epidemic of terror and workplace bullying going on under the City Manager Bill Lindsay and the violations of human rights.

Also the board heard from Stan Feury who is the chief steward of IFPTE Local 21 and supported and represented City of Richmond federal and state whistleblower Stacie Plummer who was targeting for exposing corruption and bullying by former human resources director/assistant city manager Leslie Knight. Ms. Knight was found by the city’s own investion to be double dipping on a car allowance benefit, running a private business inside city hall, and retaliating against the whistleblower, yet Ms. Knight was allowed to retire with full pay by City Manager Bill Lindsay.
